生态文明视角下的区域环境效率时空差异评价 被引量:8

The Time & Space Differences Analysis on Regional Environmental Efficiency under the Perspective of Ecological Civilization

摘要 通过构建非期望产出模型,并选择全国30个省市作为研究对象,从时空的角度对其环境效率进行评价。研究结果表明:从时间角度上看,2003—2012年环境效率水平总体在平稳进步,东南部地区领先于中部、西南部和北部地区。从效率分解变化上看,整体上对环境全要素生产率的贡献呈规模效率变化>纯技术效率变化>技术进步变化。从空间角度上看,北部和东南部地区的环境效率已呈现两极化趋势,中部和西南部地区环境效率的集聚型由"低-高"进入"高-低",并与东南部地区的集聚特征日趋接近,使得原有的三类型集聚空间格局分布正逐渐转变为二类型格局分布。 Based on the perspective of ecological civilization and constructs an undesirable output model SBM-undesirable, this paper selects 30 provinces in China and evaluates environmental efficiency from the angle of the time & space differences. It is found that in the angle of time, the level of ecological civilization in each province increases steadily from 2003 to 2012, level of Chinese southeast area is better than these in central, southwest and north areas. In view of changes in efficiency decomposition, pure technical efficiency always plays a positive role to environmental total factor productivity but scale efficiency makes largest contribution to environmental total factor productivity. In the angle of space, in north and southeast China environmental efficiency has showed a trend of polarization, gathering type of environmental efficiency for central and southwest areas from "low-high" into "high-low" and showed agglomeration features with southeast area obviously. It makes three types of spatial pattern of distribution become two types spatial pattern of distribution.
