湖北省高新技术产业政策有效性评估

Effectiveness Evaluation of High-Tech Industrial Policy of Hubei Province

在对改革开放以来湖北省高新技术产业政策文本演变进行梳理,从政策制定、执行和结果角度,对产业政策的目标设定、措施安排、预期效果进行理论分析和假设的基础上,运用模糊层次分析方法,按照政策制定的适当性、公正性、充分性,政策执行的坚定性、创造性、整体性,政策结果的经济绩效、社会绩效、创新绩效作为评价标准建立省域高新技术产业政策有效性评价模型并设计指标体系,研究得出湖北省高新技术产业政策总体有效性的结论,并通过部分定量数据的量化解释,印证评估结论,从而提出进一步提高该省高新技术产业政策有效性的建议。

Based on the fuzzy analytic hierarchy process （FAHP） , taking the evaluation standard in accordance with the appropriateness, fairness and adequacy of policy making, the firmness, creativity and integrity of policy implementation, the economic performance, social performance and innovation performance of policy effect, this paper established an effectiveness evaluation model for provincial high-tech industrial policy. Furthermore, an index system is designed. By taking Hubei province as a typical case, this paper collects the data of the interested parties＇ weight judging and scoring suggestions, obtains the overall scores and sub-index scores by taking weight fuzzy subsets. The analysis reveals the overall effectiveness of high-tech industrial policy of Hubei is in the general level, and the effectiveness of the policy making, policy implementation and policy results is in a balanced level. Finally, this paper puts forward suggestions improve the effectiveness of the high-tech industrial of Hubei province.
