北京安徽广西三地学校卫生监督人力资源及监管现状研究

Investigation of the current situation of human resources and inspection of school health inspection from Beijing,Anhui and Guangxi

目的了解北京、安徽、广西卫生监督机构学校卫生监督人力资源、装备及监督监测工作开展情况,分析其差异及存在问题,为加强学校卫生监督队伍建设,提高学校监督效能提供依据。方法采用自制统一的调查表格对三地所有地市级和县级卫生监督机构进行调查,对调查资料进行统计分析。结果所调查的239家卫生监督机构设有独立学校卫生监督科室36个,占15.1%;地市级设有独立学校卫生监督科室比率为26.9%;独立科室学校卫生监督员平均每科3.1人;含有学校卫生监督职能科室(含内设和派出机构)中从事学校卫生监督人员1 078人,其中专职占10.8%,兼职占89.2%。各地学校卫生监督机构设置、人员数量和设备配置及监督监测工作开展不平衡,北京优于安徽和广西。结论学校卫生监督人力资源不足,中西部学校卫生监督监测工作有待加强,需加大对欠发达地区学校卫生监督的投入。

Objective To investigate the current situation of personnel and positions of school health inspection from Beijing, Anhui, Guangxi, analyze the problems and explore the measures to optimize them. Method Analyze the data that obtained by questionnaire surveying to them. Result There are 36 independent departments of school health inspection in all 239 institution of Health Inspection that at the municipal level and county level, and the proportion is 15.1%; 26.9% of the agencies set up the independent department of school health inspection and average number of inspectors is 3.1 per agency at the municipal level. There are 1078 peoples who provide the service of school health inspection in independent department, and 10.8% is full-time ,89.2% is part-time. There are differences among the current situation of personnel and positions of school health inspection from Beijing, Anhui, Guangxi, Beijing is the best. Conclusion The personnel and positions of school health inspection are inadequate. We need to strengthen supervision and monitoring of School health in the middle and western China, and need to increase spending in underdeveloped areas.
