对中国煤层气产业发展的几点思考

经过多年探索实践,我国的煤层气产业已取得了较大进展,但与预期仍存在较大差距,特别是地面开发的产量完成情况与资源不相匹配.从我国的地质条件和煤层气生产规律出发,结合煤层气产业的现状以及外部环境,试图回答“煤层气开发怎么了、还要不要发展、有多大发展潜力”等核心问题.根据沁水盆地D区块大量实际生产数据模拟出中高煤阶煤层气直井典型生产曲线,据此预测2020年我国煤层气地面开发产量约80亿～100亿立方米.建议尽快落实完善煤层气扶持政策,鼓励更多企业参与,大力倡导科技创新,健全完善煤层气开发利用法律法规,以发挥市场在资源配置中的主体作用,营造良好的产业环境,促进我国煤层气产业的健康快速发展.

After years of exploration, China's coal-bed methane(CBM) industry has made great progress but, compared to expectations, there's still a comparatively wide gap, especially between the resource and accomplishing production at the surface. On the basis of geological conditions and the CBM production level, combined with the CBM industry's present state and external environment, answers are sought to core issues like 'what's wrong with CBM development, does CBM need to be developed or not, and how much development potential does it have?'. A typical production curve of a high-rank CBM vertical well simulated from a large amount of actual production data from Qinshui Basin Block D forecasts surface production of CBM to develop to about 8 to 10 billion cubic meters in 2020. Practical improved CBM support policies as soon as possible are recommended to encourage more enterprises to participate, to vigorously initiate technological innovation, to provide robust improved laws and regulations for CBM development, for the market to play the main role in allocating resources, to create a favorable industry environment, and to promote rapid healthy development of the CBM industry.
