法治思维是一种与人治思维相对立的、以法治视阈认识事物、处理事务的思维方式和方法论。其本质在于坚持以公平正义为特征的法的精神。当前强调公安机关法治思维的培养,既体现了依法治国方略更为具体直接的指导意义,也是社会治理现代化体系建设的重要组成部分,需要在实践中调整思路积极寻求路径培养。

The thought of the rule of law is a kind of thinking method and methodology which is opposed to the thought of the rule by man. Its essence lies in adhering to the spirit of the law which is characterized by fairness and justice. Nowadays the research on the police＇ s thought of the rule of law not only reflects the significance of the strategy of ruling by law, but also is an important part of the construction of the modem system of social govern- ance. It is needed to develop the thought of the rule of law.
