北斗海事国际标准总体研究及发展思考

General Study on BDS International Maritime Standard and Its Development

推动北斗系统进入国际海事组织(IMO)相关标准不仅是北斗走向国际航海应用的基础和前提,也是实现全球海事领域规模应用和促进产业化发展的重要条件。本文系统介绍北斗国际标准化工作的总体背景、目标、任务体系、总体规划以及最新进展,总结工作经验,思考后续发展,以期读者全面了解北斗国际海事标准化工作,并为推动北斗系统进入其他国际标准化组织提供借鉴,也为中国标准"走出去"战略提供参考。

The involvement of Beidou Navigation Satellite System （BDS） in International Maritime Organization （IMO） standards provides not only a basis and premise to engage into international maritime navigation, but also an important criterion for achieving large-scale application of BDS in worldwide maritime field and improving BDS industrialization. The paper systemically introduces the general background, goal, hierarchy of missions, general planning and latest status of BDS international standard activities. Then, it summarizes experiences and has a thinking on the future development, to help readers have an overall understanding about these activities and provide references for BDS in getting involved in other international organizations and the ＂going out＂ strategy of Chinese standards.
