产业集群向创新集群演化研究

Study on the Evolution Process of Industrial Clusters to Innovative Clusters

随着工业4.0时代的到来,"中国制造"面临一个新的发展"拐点","中国制造"能否转型升级为"中国智造"成为全球关注的焦点,而从"中国制造"到"中国智造"的过程正是产业集群向创新集群转变的过程。本文基于对产业集群与创新集群的区别与联系的分析,认为产业集群到创新集群的演化有5个阶段:产业集群萌芽阶段、成长阶段、成熟阶段(创新集群萌芽阶段)、产业集群衰退或转型阶段(创新集群发展阶段)、创新集群成熟阶段。因此,加快我国产业集群到创新集群转变的政策建议如下:不断完善有利于创新集群建设的体制机制;通过教育体制改革培养更多创新型人才;加快构建以企业为研发主体的创新体系。

Based on the analyses the difference and connection between the industrial clusters and innovation clusters, This paper This paper argued that there are five evolution stages from industrial clusters to innovative clusters： the embryonic stage of industrial clusters, the growth stage of industrial clusters, the mature stage of industrial clusters, （ the embryonic stage of innovative clus- ters）, the recession or transition stage of industrial cluster s （ the embryonic stage of innovation clusters）, the mature stage of innovative clusters. Therefore, we propose some policy suggestions which can accelerate transforming China＇s industrial clusters to innovative clusters ： improve the systems and mechanisms conducive to the construction of innovative clusters ; cultivate more in- novative talents through the reform of the education system; accelerate the construction R＆D innovation system with enterprises as the main bodies.
