基于宏观视角的日韩产业技术创新体系研究与启示

Research and Enlightenment on the Industrial Technology Innovation System of Japan and Korea from the Macro Perspective

产业技术创新是国家创新体系的核心组成部分,也是国家经济发展的主要竞争力,唯有坚持不断地创新才能促进产业的发展与进步。本文首先研究了日韩两国的产业技术创新体系:日韩产业技术创新的基本要素有政府、企业、大学和科研机构和中介组织;日韩两国的产业技术创新发展大致经历了四个阶段,"模仿创新—引进消化吸收再创新—集成创新—原始创新";韩日两国的成功主要源于明晰的宏观战略、完善的政策法规、强劲的科技投入、良性的组织结构、优质的人力资源和高效的中介服务。最后从宏观战略的角度针对我国产业技术创新发展现状提出了相关的政策建议。

As the core component of the national innovation system, industrial technology innovation is the main competi- tive power of national economic development. Only continuous innovation can promote the progress and development of the indus- try. This paper firstly discusses the industrial technology innovation system of Japan and Korea ： Firstly, government, enterprise, university and scientific research institutions and intermediary organizations are the essential elements of Japan and Korea＇s indus- trial technology innovation system; secondly, Japan and Korea＇s industrial technology innovation approximately came through four developing periods, imitative innovation, secondary innovation, integrated innovation and original innovation; thirdly, Korea and Japan＇s success is mainly due to the clear macro strategy, perfect policies and regulations, strong investment in science and tech- nology, benign organizational structure, superior human resource and efficient intermediary services. Finally, according to the current situation of the development of industrial technology innovation, the paper puts forward some relevant policy suggestions from the perspective of macro strategy.
