Quantitative Analysis of Self-Development Capacity and Improving Paths and ideas for New Energy Industries in the West

摘要 本文运用层次分析(AHP)模型,定量分析出目前西部风能产业的自我发展能力达到及格水平,西部光伏产业和生物质能的自我发展能力处于不及格的水平。并提出政府-市场-企业三元合作治理机制作为提升西部新能源产业自我发展能力新途径,其具体思路是:加大对西部新能源产业政策支持和资金扶持力度;尽快实施新能源电力强制配额制度;加快产业兼并和整合等。 This paper analyzes quantitatively that currently self - development capacity of the wind industry of the West is just above the standard of pass, whereas those of the photovoltaie industry, the biomass industry, and the whole new industries of the West fail to meet the standard of pass by using analytic hierarchy process (AHP) model. Then, the paper proposes innova- tively the government-market-corporate governance mechanism of ternary cooperation as the basic way to improve self - develop- ment capacity of the Western New Energy industries, and puts forward specific ways and policy recommendations, such as the de- velopment of new energy industry of the West needs more government support and regulation; implementing the new energy power compulsory quota system as soon as possible; accelerating industrial mergers and integration.
