摘要
二线官员是我国干部队伍的重要组成部分,是我们治国理政必须加强管理并积极开发利用的重要资源。目前,二线官员的管理存在问题较多,广受社会诟病。可以说,目前二线官员的管理,是人才认识的误区、干部管理的盲区、执行纪律的特区、财政浪费的重灾区。要加强和改进二线官员的管理需从以下几个方面入手:一是思想上高度重视二线官员的管理;二是完善二线官员管理的制度和政策;三是搭建二线官员发挥余热的工作平台;四是严格执行《中华人民共和国公务员法》。
As an important part of our contingent of cadres, the second-rank officials are important resources for governing coun- try and also need an enhanced management and an active development and exploitation. At present, there exist many problems in the management of second - rank officials which has received wide social criticism. We can say the present management of second -rank officials is the mistake area of talent appointment, the blind area of official management, the special zone of discipline en- forcement and hardest hit zone of financial waste. To strengthen and enhance the management of second -rank officials, we can start from the following aspects: first, ideologically, attach importance to the management of second -rank officials; second, per- fect the system and policy concerning the management of second-rank officials; third, establish work platform for retired second- officials to make their own contributions, forth, strictly implement the" Civil Servant Law of the Peopleg Republic of China"
