关于构建国家水安全保障体系的总体构想

General ideas for building national water security system

国家水安全是国家安全的重要组成部分,关系国家资源安全和生态安全,并影响国家经济安全和社会安全。我国水安全形势并不乐观,挑战大、问题多、困难大。建立健全国家水安全保障体系是从根本上改善我国水安全态势的基础。为此,迫切需要从水的主要功能来系统理解水安全的科学内涵,正确研判我国水安全的基本问题,建立健全包括组织协调、科学评估、规划引领、市场调节、技术支撑、工程保障、试验示范、社会参与、考核问责和国际协调等在内的保障机制。

National water security is one of the important parts of national security, and it not only relates to safety of national resources and ecology, but also has influence on economic and social safety of the country. Water safety in China has great challenges that associates with many problems and difficulties. Perfecting national water security system is the foundation for improving condition of water security in China. Thus it is urgent to understand scientific inherent of water security in terms of main functions of water, make accurate judgment on main issues related to water security, and create securing system including organization and coordination, scientific assessment, planning and guidance, market regulation, technical support, engineering guarantee, experiment and demonstration, social participation, performance evaluation and accountability as well as international coordination.
