Economic analysis on adhering to give priority to water conservation

随着我国经济社会的快速发展,水资源短缺已成为制约瓶颈。然而,水资源无偿和低价使用、利用效率和效益低,又加重了水资源的短缺。为缓解和解决水资源短缺问题,必须坚持实施节水优先的方针,推进水价改革,优化配置水资源,实施全面节约用水,提高水资源的利用效率和效益。

Water shortage has turned to be the bottleneck that restricts fast development of economy and society in China. Moreover, using water without payment or at low price as well as low efficiency and benefit has aggravated the problem. In order to alleviate water shortage, following measures must be taken, namely deepening water pricing reform, optimizing water resources allocation, implementing water saving measures and increasing water use efficiency and benefit under the principle of giving priority to water conservation.
