摘要 农业灌溉用水向城市生活和工业转让是当前水权交易的主要方式之一。由于农业需水和灌溉用水存在季节性和不确定性,农业用水与生活、工业用水水质要求和保证率不同,故农业水权转让存在水量约束、不确定性与可靠性、对区域水文水资源产生影响、合理价格制定等关键技术问题。通过以上关键技术问题的探讨与研究,为顺利开展农业水权交易工作提供技术支撑。 Transfer of irrigated water for domestic and industrial uses is one of the key methods of water right trading at present. Due to influence of season changes and uncertainty of water demand and irrigated water use, the differences between utilization of irrigated water and domestic and industrial water in terms of quality and guarantee rate can be found. Key technical issues related to transfer of irrigated water right include limitation in amount of water, lacking of certainty and reliability, influence on regional hydrology and water resources and proper defining of water tariff. Through discussion and studies on the above issues, it provides a technical base for improving trading of irrigated water right.
