陈国琛与战后初期台湾文书改革

"二战"结束,国民政府为顺利接收台湾,委由台湾省行政长官公署负责台湾各项业务之接收与后续管理事宜,为提升行政效率,长官公署于1946年5月进行内部职务调整,其时适逢陈国琛先生《文书之简化与管理》在台付梓,行政长官陈仪有鉴于台湾当下文书相关问题繁众,转委由先生针对文书管理作业进行系统性地改革,因而开启其与台湾文书档案管理不解之缘。本文针对战后台湾文书管理系统之断裂与重建进行论述,希冀能够深入探讨陈国琛先生对于台湾文书管理与档案事业发展之贡献,以作为日后相关研究之参考与基础。

After World War II, Taiwan provincial administrative executive office(TPAEO) was assigned to receive and govern Taiwan from Japan by Nationalist government. To enhance administrative efficiency,TPAEO made inside position rotation in May 1946. Mr. Chen Guo-Chen published 'The Simplification and Management of Records' during this period in Taiwan and had been noticed by the chief of TPAEO, Chen Yi. Therefore, Mr. Chen Guo-Chen began to innovate the system of public records and made an integral part of the history of the Taiwan records management. To realize the contribution of Mr. Chen Guo-Chen to the development of Taiwan records management, this article focus on the broken and the re-established of the Taiwan records system in the post-world war II, and the results of this study provide reference for future improvements and related research.
