On the Source and Value Orientation of Modern Government Credibility

政府公信力问题是当前政府所面临的基础性问题,也是学者所研究的热点问题。本文所要讨论的问题是:"取信于民"尽管是当代政府所必须致力于努力的方向和目标,但是在现代社会条件下,政府的被质疑和被批评也应视为一种"新常态"。"受质疑的政府"、"批判性公民"等等这样的现象,是一国政治发展进程中的正常现象,并且也是政府不断改进工作、提升能力的某种"助推器"。当然,政府公信力的源泉本质上在于政府自身。所以,政府公信力的建构和提升一定在于政府自身的积极作为。但是,政府公信力又是一个复杂的问题,往往还不仅仅取决于政府自身的努力,它涉及到由政治民主化程度、政治结构及其功能改善、人民群众现代政治意识的确立等等所构成的社会政治文明程度的提高。

The construction of credibility, which is a hot issue in academic research, is a basic problem to the modern government. This article attempts to illustrate that ＂the challenged government＂ should be treated as a ＂new normal＂ of modern society, despite the government has done a lot to win the people＇s trust. The occurrence of ＂challenged government＂ and ＂critical citizens＂ is a normal phenomenon in the process of a country＇s political development, which can be regarded as a trigger to improve the government quality. The promotion of government credibility, depends on the government＇s behavior itself in essence, however, it is a complicated problem, often not only depending on the government＇s efforts, but also related to the improvement of social-political civilization, consisting of the degree of political democratization, the improvement of political structure and function, the establishment of modern political consciousness of the masses, and so on.
