摘要
本文从西方学术界21世纪初关于欧盟力量的讨论出发,追踪了欧债危机背景下"规范性力量欧洲"在本体论、认识论、方法论层面出现的新变化及其与"市场性力量欧洲"之间展开的辩论。文章认为,尽管两种理论模式在"规范"和"市场"何者是欧盟力量本质特征的问题上存有分歧,但二者间最终呈现的融合与互补态势反映了欧盟通过塑造国际规则和规范实现战略利益的对外政策常态。与此同时,规范性力量研究议程呈现出更具包容性和多样性的取向,特别是将经济自由主义和市场性原则纳入欧盟核心规范体系,欧洲中心论松动等也在一定程度上是西方学术界反思欧盟力量相对下降和国际力量格局变化的新现实后做出的回应,对于我们理解欧盟在国际规范、国际秩序演变中的角色具有重要的理论和政策意义。
This paper departs from the western academic discourse on the nature of EU power at the beginning of the 21 st Century,and traces the latest developments of Normative Power Europe(NPE) in its ontology,epistemology and methodology in the context of the European sovereign debt crisis.Moreover,it examines the ongoing debates between the scholars advocating NPE and those supporting another model in explaining the EU's international influence- Market Power Europe(MPE).The author argues that although the NPE and MPE scholars hold divergent opinions on the intrinsic nature of the EU power,the synthesis and complementarity between the two models reflect the normal state of the EU external policy-to serve its strategic interests by shaping international rules and norms.In the mean time,the research agenda of NPE is becoming more inclusive and diverse particularly with the incorporation of the economic liberalism and market principles into the EU core norms,as well as the relative decline of Eurocentrism.This is to some extent an academic response to the new power shift and the EU' s relative decline in the international system,which will have significant theoretical and policy implications for us to understand the EU's global role in the construction of international norms and orders.
