摘要
政府绩效评估已经成为政府治理的基本工具。本文选择美国、英国、日本和韩国的政府绩效评估系统进行比较制度分析。四国的制度环境不同,但政府绩效评估发展存在共性特征。四国经验的启示意义在于:授权专门机构负责绩效评估工作,推进政府绩效评估立法,引入绩效评估定级机制,将公众评价纳入评估系统,提升绩效信息透明度。
Government performance evaluation has become one of the core tools of New Public Manage- ment Movement. The paper makes comparative institutional analysis of government performance evalua- tion systems in US, UK, Japan and Korea. The four countries' practices of government performance e- valuation have gone through three stages: the initial exploration, full implementation, and the rule of law. The significance of the four countries' experience suggests that:it is necessary for China to en- hance the authority of specific agency that is responsible for government performance evaluation, to pro- mote performance measurement legislation, to design performance rating tools, to introduce public par- ticipation in performance measurement, and to enhance transparency of performance information.
