Cyber Forces Build,Cybersecurity Elites Cultivating and Cybersecurity Awareness Education:2014 New Development in the World

在刚刚过去的2014年,世界范围内的网络军备竞赛加剧,不仅网络部队力量得到加强,网络战演习规模扩大,网络安全建设的经费投入也显著增加。与此同时,各国通过启动学历教育、网罗技术专家、开展网络大赛,加快了对网络技术人才的培养速度。针对日益严峻的网络安全形势,各国还纷纷采取措施,开展全民网络安全教育活动,很多新的发展动向都值得国内关注。

As the frequency and complexity of cyber threats grow in 2014, many countries continue to place high priority on cyber defense and cyber capabilities. These countries had taken measures at all levels to secure their cyberspace, including enlarged the scale of cyber force, strengthened the practice exercise, and increased the budget. The unique attributes of cyberspace operations require trained and ready cyberspace forces to detect, deter, and, if directed, respond to threats in cy- berspace. Therefore, countries initiated academic competition like Capture The Flag （CTF） to acceler- ate the emerging of technical personnel and develop a nationwide network security education, and all these new development should be paid a close attention.
