城乡建设用地增减挂钩探讨

Discussion on the Construction Land Increase and Rural Land Decrease

在当前土地的供需矛盾日益突出的情况下,城乡建设用地增减挂钩(增减挂钩)为发展和耕地保护这一问题提供了解决方法,对合理配置土地资源、优化土地利用结构、盘活存量用地、统筹城乡发展具有重要的意义。但增减挂钩目前还处在试点阶段,项目实施过程中仍存在着一些问题。该研究阐述了增减挂钩相关概念,分析了增减挂钩实施的现状及存在问题,并提出相应的对策及建议,为今后增减挂钩工作有序、健康发展提供依据和参考。

In the current situation of the increasingly prominent contradiction between supply and demand of land,the construction land increase and rural land decrease solved the problem of development and cultivated land protection.For rational allocation of land resource,optimize land use structure and revitalize the stock of land use overall planning for urban-rural development,has the vital significance.But at present it is still in pilot phase,there are still some problems in the project implementation process.Through elaborating related concepts,the implementation present situation and existing problems were analyzed,the corresponding countermeasure and suggestions were put forward,which will provide the basis and the reference for the future more orderly and healthy development.
