摘要
食品企业和食品小作坊是当前食品行业两种经营主体,二者满足了我国民众对现代新型食品和传统特色饮食的需求,是我国食品产业结构上不可或缺的组成部分。但是我国只明确了食品企业实行行政许可的监管手段,将食品小作坊监管手段的选择权交给了省级人大,这导致了食品小作坊是否也应当采取许可制度,是否有必要形成适合食品小作坊特征的许可制度成为亟待思考的问题。
Food companies and small workshops are two main management body of food industry ; both of them can satisfy demand for modern people of our country on new tbod and traditional food. They are an integral part of Chinese food industry structure. But, administrative licensing regulatory means for food enterprises were implemented, and choice of regulatory means for food small workshops were given provincial people's congress. This led to many problems need to be thinking, for example whether or not implement license system; whether it was necessary to form food licensing system characteristic of small workshops.
