专利资助政策下专利质量评价研究

An Empirical Study of the Performance of Patent Subsidy Policy from the Perspective of Patent Quality

基于宏观专利结构和微观专利质量两个维度建立专利资助政策下的专利质量评价指标体系,以江苏省专利资助政策为例,选取相关专利数据,通过层次分析法和熵权法理论动态研究新修订的江苏省专利资助政策对专利质量的影响情况。研究结果表明:整体专利质量评价指数呈上升状态,在2011年新修订专利资助政策后,专利质量综合评价指数上升幅度较大,宏观专利结构评价指数持续上升,微观专利质量评价指数回升,专利结构进一步优化。

Based on two dimensions of macro structure and micro patent quality, this paper establishes a patent quality evaluating index system using the patent subsidy policy in Jiangsu Province as an example. Through selecting the relevant patent data, using the analytic hi- erarchy process（AHP） and entropy weight method, the paper studies the influence of patent subsidy policy on patent quality. The research results show that： The revised patent subsidy policy of Jiangsu in 2011 ensures the rise of overall patent quality afterwards and the macro pa- tent further continues to rise, the micro patent quality picks up.
