手机在政府应急信息发布中的应用研究综述

On the Reconstruction of the Mobile Applications in the Government's Release of Emergency Information

手机如今已成为大众沟通和获取信息的重要工具之一,并在政府应急信息发布中发挥着越来越重要的作用。为深入了解学术界关于该问题的研究状况,同时也为政府应急信息发布实践提供借鉴,通过运用文献调查、比较研究等方法,发现已有研究主要集中于对政府应急信息手机发布的特征和形式、优势和劣势、如何完善政府应急信息手机发布的对策等方面。为推进和完善已有研究,提出了今后需要重点关注的三大问题:一是如何结合手机的特点保证政府应急信息发布的有效性;二是如何结合手机的具体应用形式提高政府应急信息发布的针对性;三是如何结合现实实践提高政府应急信息手机发布的可操作性。

The mobile has been one of important tools for communicating and accessing information, and it is playing a significant role in the process of releasing government emergency information. In order to fred out the research status on this issue among academic circles and provide some valuable advices for the work of releasing government ermergency information, the author launched this research through re- viewing relevant literaturese and comparative study, then found that scholars are focusing on this issue mainly in the following aspects： the characteristics, forms, superiorities and inferiorities of government emergency information released via mobile, and the strategies and coun- termeasures to improve the government emergency information released via mobile. Based on the above previous researches, this article proposes some researching expectations： firstly, ensuring the effectiveness of the government＇ s emergency information dissemination com- bined with the mobile phone＇ s features; secondly, improving the government＇ s emergency information dissemination targeted combined with the mobile＇ s specific application forms ; and thirdly, upgrading the practicability of mobile government emergency information release based on the practices in reality.
