四川省近年来的城镇化发展为分析当前我国统筹城乡发展面临的局面提供了一个实证。在四川省的城镇化进程中,城镇化水平持续提高,在为发展提供有利条件的同时,产生了若干结构性问题:城乡用地结构性缺乏、农户收入结构失衡和镇村空间结构混乱。随着新型城镇化的深入推进,四川省部分地区通过人地对应、权能对应和供需对应这三项规划举措,有效地化解了城乡用地、农户增收和新农村建设中的结构性问题。事实证明,消除城乡发展中的结构性问题最有效的方式是建立统筹城乡发展的规划体系,通过城乡统筹规划保证农户具体的权益。

Urbanization in Sichuan province offers a competent case for China’s urban rural integration. In the process of fast urbanization, structural problems such as urban rural land shortage, famers’ income imbalance, and town and vil age space disorder, have emerged. Some areas solve the problems by balancing human-land, power-ability, and demand-supply relations. Setting up an urban rural integrate planning system is the essential way to solve the structural problems.
