转型背景下行政单位的运作逻辑——以某戒毒康复所日常工作的开展为例

Logic of Action of Administrative Unit Operations during Transformation:A Case study of the daily routine work of a drug rehabilitation center

本文是以某戒毒康复所为案例进行的个案研究,采用叙事分析对该行政单位的日常工作过程予以客观呈现,旨在揭示转型背景下行政单位在"单位社会"路径依赖的作用下,单位内部不同群体的工作逻辑,探究实践背后行动和结构、个体和社会的嵌入关系。文章选取了该戒毒机构日常工作中"面向康复人员的基层课程教学、单一事件的多部门应对、面向工作人员的所内活动"这三个方面的具体案例,从不同角度对工作开展过程中的组织动员、决策执行、实际效果等多个方面进行了具体分析,对比了"单位制"在转型背景下所留存的路径依赖和演变轨迹,揭示了不同事件背后所隐藏的不同群体和群体中的个体工作逻辑和行为策略。

Daily routine work of a drug rehabilitation center was described,illustrated and analyzed in this paper.Case study was employed to research the logic of action of different groups within a Danwei society,to investigate how the execution and structure are embedded,and how individual and society are integrated in an administrative unit under the path dependence of the Danwei society during social transformation.Delivery process of the treatment programs for drug addicts,cross-departmental reactions to an event,and employee activities in the center were studied,as the daily routine work of the rehabilitation center.Organizational mobilization,policy implementation,actual effect and other dimensions were specifically analyzed to study the remaining path dependence and development track of the Danwei institution during social transformation.This paper revealed the logic of action and behavioral strategy of various groups and individuals.
