重启规划改革议程断想——兼论改革开放初期中国城市规划成功转轨的历史经验

Restarting Planning Reform: A Discussion On Successful Transition Of Chinese Urban Planning At Early Opening Up And Reform Stage

在当前"全面深化改革"的形势下,城市规划也面临着改革的压力。我国改革开放初期城市规划的发展状况与当前的状况有着很大的相似性,其成功转轨主要有城市规划领域的思想得到解放、城市规划科学研究繁荣发展、对"先锋城市"进行规划探索、强有力的体制保障及同步推进改革的良好外部环境等几个主要因素。研究通过对制约当前城市规划发展的因素进行深入的分析,提出推进城市规划改革的若干设想,包括研究制定国家"规划法"、设立"规划、国土和环境保护部"、组建"中国城市研究院"、加强城乡规划学二级学科建设、推进注册城市规划师责任制度建设、建立"城市规划(设计)大师"评选制度和"社区规划师"制度等,以期推动中国城市规划事业的健康发展。

Urban planning reform is needed in present deepening reform wave. The urban planning situation nowadays is quite similar to that of early reform and opening up stage. Planning thought, research, practice of avant-garde cities, institutional insurance, and reform environment all contributed to the successful reform of urban planning. The paper studies the factors that hamper urban planning development, and raises reform ideas including compiling national planning law, setting up a national bureau of planning, land, and environment, establishing Chinese urban institute, enhancing secondary urban planning education, promoting licensed planner, planning master and community planner system development etc.
