摘要
扎扎实实地提高社会管理科学化水平，可以壮大基层力量，健全新型社区管理和服务体制。本文以沈阳为例，对近年来城市社区建设的现状及发展进行了调研，并提出了相应对策建议。
The improvement of the scientific level of the so- cial management can strengthen the grass-roots strength, perf- ect new management and service system of the community. This paper takes Shenyang city as an example, carry on the investigation and study on the recent status and development of city community construction and puts forward correspondi- ng countermeasures and suggestions.
