本文介绍了从变电站的前期设计、设备招标采购、设备运输、施工安装到验收中应关注的问题。以塘东总部基地35 kV用户变电站、上海纽约大学10 kV用户变电站以例，重点关注了成套开关设备招标采购中的技术要求。

This paper introduces the problems of preliminary design, bidding and procurement of substation, equipment tra- nsportation, construction and instalation of equipment. The a- uthor took the users’ 35kv substation of Tangdong headquart- ers base and the users’ 10kv substation of the branch of New York University in Shanghai as cases, focusing on the techn- ical requirements of the biding of switchgear.
