农民问题是我国革命和建设中的一个基本问题,自建党以来中国共产党高度重视农民问题,在处理农民问题方面积累了丰富经验:一是准确认识到农民在中国革命和建设中的地位和作用,指出农民是我国革命的主力军、现代化建设的重要依靠力量;二是十分关注农民的物质利益,在革命、建设和改革实践中不断维护好、发展好、保护好农民的物质利益;三是积极调动农民革命和建设的积极性,并把此作为党制定农村政策的首要出发点。
