禁限电动摩托车的社会反思

Social Edification of Electric Motorcycle Ban and Limit

电动摩托车操作简单、维护方便、污染小、噪声低,环保节能、经济实用,是名副其实的绿色交通工具,但是为什么不管是国家有关部门还是地方许多城市,都在极力禁止或限制。城市禁止、限制电动摩托车通行,违反我国环保、节能、节约、效能等发展方针,也体现地方政府、行政部门依法行政理念不强,存在权力寻租、"贵族政治"、懒政现象,应当举一反三,注意政府管理中的关心社会弱势群体意识,使社会公平、和谐。

Electric motorcycles, with their simple operation and convenient maintenance, cause neither pollution nor noise. Because of their environmental protection, energy-saving effect and economic utility, they are worthy of the name of the green traffic tool. But why are they frenziedly prohibited or restricted by many relevant departments of either the state or local cities？ Such ban and restriction not only violates our developmental principle of environmental protection, economy, energy saving and efficiency, but also reflects the weak law-based administrative idea and the existing phenomena of power of rent-seeking, ＂aristocracy＂ and lazy politics in the local government and administrative departments. From one fact other things can be inferred, so the attention should be paid to the consciousness of weak social groups in the governmental administration so as to improve social fairness and harmony.
