两岸高校交流合作存在的问题与对策

近年来,两岸高校交流合作呈现出日益开放的多元化格局,取得了丰硕的成果,产生了积极的意义和影响。由于受两岸政策壁垒、两岸长效交流合作机制缺失以及两岸高等教育交流合作无法实质性深入等因素的制约和影响,还存在着不少的问题和障碍。因此,需要实施"强化政策保障,规范两岸高校交流合作"、"设立两岸高校交流合作委员会,建立长效合作机制"、"推广‘校校企’合作机制,提升两岸高校交流合作"等一系列深化两岸高校交流合作的应对政策和保障措施。

In recent years, cross-strait exchanges and cooperation in diversified patterns have become increasingly open and achieved fruitful results, which has produced positive influence. But still exist many problems and obstacles, as a result of the restriction and influence of cross-strait policy barriers, weak long-term mechanisms of cross-strait exchanges and cooperation as well as substantially incapable cross straits higher education cooperation. At this stage, therefore, the cross-straits university cooperation needs a series of deepening cooperation policies responses and guarantee measures to implement the enforcement of the policy support, the regulation of the cross straits university exchanges and cooperation, the establishment of the committee for cross-strait exchanges and cooperation, the establishment of long-term cooperation mechanism, the promotion of ＂school and school and enterprise cooperation＂ mechanism, and the enhancement of cross straits university exchanges and cooperation.
