向新城转型背景下的城市开发区空间发展研究——以杭州经济技术开发区为例

RESEARCH ON THE SPATIAL DEVELOPMENT OF URBAN DEVELOPMENT AREA UNDER THE BACKGROUND OF ITS TRANSFORMATION TO NEW TOWN: A CASE STUDY OF HANGZHOU ECONOMIC & TECHNOLOGICAL DEVELOPMENT AREA

以杭州经济技术开发区为案例,通过对其空间发展过程、职住分离状况及不同类型通勤人口的社会经济特征的调研,分析开发区在空间发展上的特征和问题,主要表现为开发区正从一个小型的工业区块向大型的、多组团多功能的城市功能区转变,但是也存在功能难以混合、组团缺乏协调、职住分离严重等问题。指出开发区向新城转型将遇到开发区当初的空间定位、功能定位、政策设计、规划手法等多重障碍,开发区转型政策的制定必须要充分注重自身的发展特色,选择合适的转型目标,分阶段、分步骤地实施。

The study investigates the process of spatial development,the condition of jobhousing separation and the social and economic characteristics of employed people with different commuting types in Hangzhou Economic Technological Development Area（HEDA）.After analyzing its spatial development problems,the study finds that development area is changing from a small single industrial district to a large multigroup urban functional area,with certain problems in function mixture,group coordination,Jobhousing connection,etc.The study points out that the transformation of the area into new town will face multiple barriers such as the area＇s spatial orientation,function orientation,policy design,and so on.Therefore,the policy-making for the transformation should give sufficient consideration on development features,choose appropriate transformation targets,and implement them in a staged and stepped manner.
