阐述了科技查新存在的研究成果及学术论文重复使用、软科学研究评价缺失等问题,从科技查新角度分析了建立国家科技报告制度的必要性和紧迫性,提出了利用科技报告数据库充实科技查新检索源的建议。

This paper expounds some problems existing in sci-tech novelty retrieval such as the repeated use of research results and academic papers, and the absence of soft science research evaluation, etc., analyzes the necessity and urgency of establishing national sci-tech report system from the perspective of sci-tech novelty retrieval, and puts forward the suggestion on enriching the retrieval sources by using the sci-tech report database.
