日本国家公园建设发展与运营体制概况研究

作为日本自然保护体系下一个重要的组成部分,日本国家公园的建设理念获得了广泛共识,并已成为日本保护国土自然、文化资源的重要措施。作为亚洲最早建立国家公园的国家,日本国家公园的建设发展与运营体制都已形成了自己特有的模式。通过介绍日本国家公园的分类体系、历史变革、区域保护体系和实施保障等内容,系统地探讨日本国家公园建设的基本情况。这对于研究现阶段中国国家公园规划建设、完善国家公园制度具有一定的借鉴与启示意义。

As an important part of Japan＇s natural protection system, the construction of Japan＇s national park idea gained broad consensus, which is an important measure to protect the Japanese homeland of natural and cultural resources. As the country of first establishing national park of Asia, the planning system and operating system have already formed its own unique pattern. In this paper, by introducing the content of classification system, historic changes, regional protection system, implementation guarantee and so on, the basic situation of Japanese national park construction is discussed systematically. It has certain reference and enlightenment fbr researching the construction planning of Chinese national park, improving the system and spreading the ideas of Chinese national park at this stage.
