省域新型城镇化规划作为一种新兴的区域规划类型,其产生和发展与中国城镇化的阶段特征以及国家城镇化战略的转型密不可分。省级单元的稳定性、差异性与省级政府的承上启下地位决定了省域新型城镇化规划的特殊价值、构成形式与主要内容。在构成形式方面,省域新型城镇化规划兼具目标清晰的战略规划、内容集成的综合规划和务实创新的政策规划的复合特征。在主要内容方面,省域新型城镇化规划一方面要整体呼应、深化、细化国家新型城镇化的发展要求与重点内容,另一方面要充分结合省域独特的发展基础、条件和诉求进行重点突破和创新。

New-Type Urbanization Planning for Provinces is an emerging regional planning practice, the emergence and development of which are closely linked with two phrases： characteristic of Chinese urbanization and the transformation of national urbanization strategy. The stability and diversity of province and the connecting status of provincial government determine the special value, constitution form and main content of the New-Type Urbanization Planning for Provinces. In the aspect of constitution form, it is the recombination of purposeful strategic planning, integrated comprehensive planning and innovative policy planning. In the aspect of main content, it should response and deepen the main content and focus of National New-Type Urbanization Plan on the one hand, and on the other hand, it should do some innovations based on the special development conditions and demands of each province.
