Support System for Improving Energy Efficiency of Newly Built Residential Buildings

摘要 新建居住建筑能效提升是我国能效提升工程的重要组成部分。本文通过机构问卷调查的方式,针对影响新建建筑能效提升的主要因素进行了影响度评分及障碍分析。结果表明:市场类因素至关重要,技术、能力类因素影响逐步增强。障碍领域按影响平均值排序(由高到低)为市场、技术、经济、能力、政策。在此基础上,根据德尔菲法设计了源驱动力和五大驱动体系,提出了提升新建居住建筑能效的主要措施及包含制度设计及市场化、高能效技术研发推广、能力提升等方面问题的解决方案。 Improvement of energy efficiency of newly built residential buildingsis an important part of the Project of Improving Building Energy Efficiency in China. Questionnaire was distributed to institutions. The main factors that influence the improvement of energy efficiency of new buildings were scored and the obstacles were summarized and analyzed. The results showed that market-related factors were crucial while the factors related to technology and ability presented an increasingly great impact. In terms of obstacles, if the factors were sorted in a descending order of average effect, the order was market, technology, economy, ability and policy. On this basis, the source driving force and five driving systems were designed using Delphi method. Main measures and the solutions involving system design and marketization, R&D and promotion of high energy efficiency technology and improvement of ability were proposed.
