摘要
开放大学科学合理的科研绩效评价能调动教师的科研积极性,有助于提升开放大学的科研水平。开放大学在教师科研绩效评价中存在缺乏战略眼光、考核的指标不够全面、科研考核与教学考核存在冲突、评价重数量轻质量和依据学术期刊评价等问题。需要明确评价的目标、采取有效的激励手段、实行多层次分类评价、定性与定量相结合。
For the Open University, it is necessary to construct a reasonable performance evaluation system so as to arouse teachers' enthusiasm in science and research, and enhance its own strength. There are still some problems in this regard, for instance, policy-making without considering far-reaching effects, incomplete evaluation index, conflict between research and teaching assessment, much more emphasis on quantity than quality, and evaluation of academic journals being the only criterion, etc. Therefore, it is urgent to reform the current system. To serve this end, the present paper proposes such measures as clarifying objectives; employing effective stimulate methods; exploring multi-layered and classification-based criteria; and combining qualitative and quantitative approaches.
