我国宏观区域环境绩效评估研究进展

从绩效、环境绩效的概念出发,对国内外区域环境绩效及其评估的现状进行归纳总结,指出我国环境绩效评估工作发展滞后,仍旧处于初级阶段,特别是区域环境绩效评估在我国的研究和运用相对缺乏,环境绩效管理的重要性正引起越来越多学者的关注。随着宏观的区域环境绩效评估逐步纳入我国环境管理的体系中,有必要对我国宏观环境绩效评估进行系统综合的梳理。重点对我国区域环境绩效概念、环境绩效评估指标体系的研究、环境绩效评估的方法和环境绩效影响因素等方面开展研究,在此基础上,分析区域环境绩效评估在我国存在的问题,展望其未来发展趋势及重点研究方向。

Based on the concepts of performance and environmental performance, environmental performance evaluation at home and aboard were summarized. The mance evaluation in China lagged behind other countries, especially the research the present advances of regional studies of environmental perfor- and application of environmental performance evaluation in terms of regions. However, the importance of environmental performance management has attracted more and more attention lately. Therefore, it is significant to review the status of regional environmental performance evaluation in China since the evaluation has tended towards be adopted in the governmental environ- mental management system. The concepts of regional environmental performance evaluation were studied as well as the formation of the evaluation index system. The evaluation methods and factors were reviewed too. The problems of applying regional environmental performance evaluation were posed. The future research was put forward in order to address the issues.
