市县“多规合一”与改革创新:问题、挑战与路径关键

政府编制的各类规划是国家和地方治理体系的重要内容,但按照我国现行规划体系,各类规划分属于不同部门集权管理,自成体系、不协调的现象十分突出,规划意图难以落实,甚至有碍地方社会的健康和有序发展。当前推进市县规划体制改革创新已经成为国家深化改革的重点任务,"多规合一"也成为近期学界乃至社会各界广泛关注的热点议题。研究在梳理国民经济和社会发展规划、城乡规划、土地利用规划和生态环境保护规划编制管理现状的基础上,从规划期限、内容、审批体制和数据基础等方面讨论规划间存在的"不合"问题,并从发展惯性思维、体制掣肘和技术方法固化等方面探究造成规划冲突的深层次原因,辨析"多规合一"面临的挑战和难点;在此基础上,从规划体系架构与规划内容衔接等方面对市县"多规合一"的改革方向和路径进行讨论。

Government sponsored dif erent plans are the important part of local governance, yet due to departmental divisions these plans sometimes contradict each other and are dififcult to carry out. City and county level planning reform towards“multiple plans integration” is becoming a focus issue. The paper reviews the national economic and social development planning, urban rural planning, land use planning, ecological and environmental preservation planning, discusses their disintegration from planning period, content, inspection and approval, and database, analyzes the fundamental reasons, chal enges, and crucial issues of multiple plans integration, and discusses future orientation and path of city and county level planning integration.
