摘要
发展目标指标体系是规划战略、目标定位的具化形式,建立发展目标指标体系对"三规合一"规划编制、规划实施具有重要的指导意义,也是各规划之间数据关联、衔接的直接体现。研究在现有指标体系研究的基础上,对各规划发展目标指标体系进行了特征分析和内容比较,提出基于顶层设计的"三规"发展目标指标体系的构建策略,并以张家港市"三规合一"规划为例,希望通过"三规"基础数据平台、决策分析平台和实施监督平台的共建,将传统数据与创新数据相结合,构建多部门协同规划的创新理念,从而为实现可持续发展的"三规合一"提供参考。
Vision system is a form of planning strategy and orientation, and it is signiifcant to“three plans integration”and planning implementation. The paper studies present indices system, analyzes vision indices of dif erent plans, raises suggestions based on top level design. Zhangjiagang“three plans integration”planning establishes common platforms of database, decision making analysis, and implementation monitoring, combines traditional and new data, and provides new concepts for sustainable development of“three plans integration”.
