Comprehensive Path Of Realizing “Three Plans Integration”: Experimental Cities In Guangdong Province

推进"三规合一"已成为推进新型城镇化和加强城镇化管理的重要手段,如何有效地实现"三规合一",一直备受关注。广东省的广州、河源和云浮三个试点市率先探索,针对"三规"在法理基础、编制标准、技术手段和审批实施机制等方面的差异,分别从技术标准、行政管理、信息平台和协作流程等方面探索"三规合一"。但从实践效果看,依靠一两种方式难以实现全面的"三规合一",必须将"三规合一"当作一项系统性工作,通过行政、技术、信息和协作等多项手段综合作用,才可能实现全面、有效和可持续的"三规合一"。

“Three plans integration”has become important in new urbanization development. Guangzhou, Heyuan, and Yunfu are the three experimental cities of three plans integration in Guangdong province. With respect to dif erence in legal foundation, compilation standard, technical approach, and inspection and approval, they have conducted studies of“three plans integration”from technical standard, administration, information platform, and coordination process. In practice,“three plans integration”can only be realized through comprehensive and systematic methods through administration, technique, information, and coordination.
