国际社会将公共信息资源作为一种战略资产,积极推进开放与再利用,从而建设透明政府,推动创业和创新。我国北京、上海等地自发开展了公共信息资源开放,取得了进展。我国应借鉴国外有益的发展和管理经验,加大统筹部署,加强制度建设,推进公共信息资源开放。

Public information is kind a valuable re-source and a strategic asset of government and public. To unlock innovation and performance with liquid in-formation is the foundation of transparency, efficiency and integrity. In China, Beijing, Shanghai and several cities have been making progress in opening public in-formation resources with great performance. To further promote open data, China should draw lessons from foreign countries, tailor actions, cultivate a vibrant open data ecosystem and create data policies.
