目前，项目施工阶段的成本管理制度不科学，缺乏全过程的成本控制；施工过程中成本管理制度缺乏可操作性，施工组织管理过程存在漏洞。应建明晰的成本管理体制，抓好项目的质量与工期成本控制，细化招标投标阶段的成本控制工作。

At present, project cost management system is not scientific at construction phase in that it lacks the cost control of whole process; cost management system of construction process is lacking of operability, the organization management of the construction process has defects. We should build clear cost management system, strengthen project quality and cost control of a project, and refine the cost control of the bidding phase.
