摘要
运用新制度经济学分析了我国农村五保供养制度的变迁过程及表现特征,认为当下五保供养"国家化"的过程中存在着诸多问题。解决这些问题,应确立起五保供养的制度规则,重点发挥需求诱致型制度变迁的作用并提升政府的学习和回应能力。
From the point of view of neoinstitutional economics, analyze the process and the characteristics of the institutional change of the five guarantees supporting in rural areas and maintain that that are many problems in the ＂nationalization＂ of the five guarantees supporting. Aiming to solve these problems, establish the institutional rules of the five guarantees supporting and especially exert the role of the demand - derivative institutional change in order to promote the government＇s learning and responsive capabilities.
