摘要
2008年金融危机对我国区域经济最直接的影响就是促进了产业从发达区域向欠发达区域的转移,这种转移了导致当地职业技术人才需求急剧增加。构建承接地职业技术人才培养的机制和系统模式,提升职业技术人才的专业能力和技术素养,将有利于政府解决职业技术"人才荒"问题。组建区域性教育产业集团或校企合作联盟机构,形成多元投入和参与的职业技术人才培养主体,构建多层次多形式的职业培训机构相配套的社会化培训网络体系,实现职业技术人才区域一体化方式,建立职业技术人才教育改革试验区,根据当地已有的职业教育资源和优势,在原有布局基础上打造不同的职业教育板块,从而推动区域经济的发展,促进当地社会的和谐与稳定。
In 2008,the most direct effects of the financial crisis on China’s regional economy is to promote the transfer of industries from developed regions to less developed areas. This transfer led to dramatic increase in de-mand for professional and technical personnel in the local. In order to help the government to solve the vocational and technical "talent shortage",we should build vocational and technical personnel training mechanism and system mode,and enhance the professional and technical personnel expertise and technology literacy. In order to promote regional economic development and promote social harmony and stability,we should build a regional education in-dustry groups or school-enterprise cooperation union institutions;form a professional and technical personnel train-ing body of multiple input and participation;construct a social training network system supported by vocational train-ing institutions of multi-level forms;achieve regional integration of professional and technical personnel;establish education reform pilot area for vocational and technical personnel;and create different vocational education sector on the basis of the original layout according to the existing local resources and advantages of vocational education.
