以水利发展体制改革推进中国水安全建设

Promoting the Construction of Water Security through Water Conservancy Development System Reform

对中国水安全基本形势做出判断,认为不存在全局性的重大水安全风险,但存在由一些相关问题引发的局部性、潜在性的水安全风险,与此同时,我国的水安全建设重点正在发生变化。指出了中国水利发展体制存在的区域/流域利益受损、部门冲突、流域管理机构虚化和过分依赖行政手段等问题,现行的水利发展体制已无法满足新时期水安全建设的全面要求。在此基础上,提出了一揽子政策建议,包括尽快出台生态文明建设指导意见、推动涉水资源环境大部制改革、构建现代流域管理机构、充分发挥市场的激励作用以及建立健全地方政府水管理问责制等。

This paper judges the basic situation of water security in China .We suppose that there is no major ,overall or strategic wa‐ter problem in China ,but there are some local and potential water security risks in China .Now ,the construction emphases of water security are changing .The main system problems are pointed out ,including damaging regional/river basin benefit ,department con‐flict ,imperfect river basin management organization and lack of market means .The current water conservancy system can＇t meet the demands of water security construction in the new situation .On these bases ,this paper put forward some policy suggestions .They are making the guiding opinions of ecological civilization construction ,promoting the reform of super ministry ,constructing modern river basin management organization ,applying more market means and establishing accountability system of local government .
