This paper expounds the basic situation of picture teaching material in early 20th century, and states the val- ues orientation of it since it pays attention to establishing a scientific system that integrates beauty and practice, and it stresses methods for picture design. A relaxed social environment is a base for the prosperity of picture teaching mate- rial, and it is rooted in tradition and is combined to practice.
