法治化视域下完善行政决策机制的科学路径

行政决策是政府行政管理的核心环节,行政决策法治化是依法治国在政府行政决策领域的具体应用和实际体现。不断完善行政决策机制,实现行政决策的法治化,首应加快路径的探索与创新。当前,完善行政决策机制应针对行政决策中枢系统、咨询系统、信息系统、纠察系统的四维层面,分别不断强化决策主体的法治意识和法治思维、突出决策前期专家论证和法律咨询、引入决策中期重大决策合理性审查、强化事后重大责任追究和倒查机制,以推动依法行政和地方行政决策实践向纵深发展。

The experts＇ preliminary evaluation decisions and legal advice should be highlighted, and the mid - term reviewing the reasonableness of the decision - making should be introduced. And at the same time, responsibility investigation should be strengthened.
