Strategies and Countermeasures for Science and Technology Supporting Tibet and Regional Scientific and Technological Cooperation in Tibet

科技援藏是支援我国西藏自治区可持续发展的重要抓手,是提升西藏科技"造血"能力的重要途径,是科技成果引进和转化应用的重要桥梁,也是区域科技协同创新建设的重要阵地和构建西藏区域创新体系的重要依托,因而在西藏经济社会发展中具有不可替代的战略意义。通过近20年的科技援藏与西藏区域科技合作,推动西藏经济社会发展取得了显著成就,同时也面临着亟待解决的一系列问题。在新的历史条件下,科技援藏的战略思路为:制定并实施科技援藏规划,构建可持续和长效合作的科技援藏机制,探索区域科技合作交流全方位立体互动模式,激发和引导全社会力量参与科技援藏,推动科技援藏与自身科技能力提升相结合。科技援藏与西藏区域科技合作的保障对策为:建立对口援藏联席会议制度,统筹协调科技援藏工作;建立和完善科技援藏项目的跟踪协调评价制度;加强科技援藏的监督管理和评估机制;形成中央、援藏省市和西藏自治区三方联合支持的综合保障机制;加大宣传力度,为科技援藏营造良好的社会环境。

Science and technology supporting Tibet is an important historical mission deployed by the CPC central committee and the state council for national science and technology circles. Financial supporting, talent supporting, personnel supporting, education supporting, science and technology supporting, and enterprise supporting are indispensable to support economic and social development of Tibet. Science and technology supporting Tibet is an important part and tool. Science and technology supporting Tibet has become a lever to achieve national comprehensive well-off along with Tibet. Science and technology supporting Tibet has an irreplaceable strategic significance for Tibet＇s economic and social development. It is an important grasp on supporting sustainable development of Tibet, an important way to promote the ＂hemopoietic ability＂ of science and technology development in Tibet, an important bridge to introduce and applicate scientific and technological achievements, and a key position to support regional synergy innovation of science and technology development, as well as a fundamental factor to build Tibet＇ s regional innovation system. Tibet＇s economic and social development has made remarkable achievements supported by nearly 20 years aid-Tibet policy of science and technology and regional scientific and technological cooperation. Science and technology supporting Tibet and regional science and technology cooperation in Tibet have achieved tremendous achievements, such as the policy of science and technology supporting Tibet boosting social and economic development of Tibet, initially formed a favorable social atmosphere and mechanism for supporting the development of Tibet by science and technology, providing a support for industrial development by the nurture of a group of local special advantage industries, and providing key technical supports for the ecological civilization construction and sustainable development. Meanwhile, it also faces with a series of problems to be solved, such as lacking in guidance of complete and systemic plan of science and technology supporting Tibet, the problem of institution setting and connection, lack of regional cooperation pattern and cooperation mechanism for science and technology supporting Tibet, restricted cooperation fields and geographic restrictions, and lack of supporting for promotion of their own technological capabilities supported by regional scientific and technological cooperation. Under new historical conditions, the strategic thinking of science and technology supporting Tibet policy is to make and implement the plan of science and technology supporting Tibet, to establish a sustainable and long-term cooperation mechanism of science and technology supporting Tibet, to explore omnibearing three-dimensional interactive pattern with regional science and technology cooperation, to motivate and guide all social forces to participate in science and technology supporting Tibet, to promote scientific and technological assistance to Tibet combined with their own capacity of science and technology promotion. We should ensure a series of countermeasure to support aid-Tibet policy of science and technology and regional scientific and technological cooperation. The countermeasures with science and technology assistance to Tibet and regional cooperation of science and technology security are as follows. Firstly, we should establish a joint conference system to coordinate science and technology supporting Tibet work. Secondly, we should establish a tracking coordination evaluation system for science and technology supporting Tibet projects implementation. Thirdly, we should strengthen a supervision, management and evaluation mechanism to impel the implementation of science and technology supporting Tibet. Fourthly, we should build a comprehensive security meehanism with central government, provinces and cities and Tibet to support Tibet＇ s science and technology development. Finally, we should intensify propaganda efforts to create a favorable social environment for scientific and technological assistance to Tibet. We expect that our research findings could provide a positive reference for the development of science and technology and cooperation in Tibet. We also hope that this strategic thinking and countermeasures can provide decision-making reference for decision-makers in science and technology supporting Tibet and regional science and technology cooperation in Tibet.
