中国科协所属全国学会办事机构和二级机构的建设与发展

Construction and Development of the Agencies and Subunits of the National Societies Affiliated to China Association for Science and Technology

学会的整体发展应紧随时代发展和社会需求,学会作为国家创新体系重要力量的作用需要充分展现,学会的凝聚力、创新与服务能力以及发展活力应当持续增强。学会办事机构和二级机构是全国学会的重要组成部分,也是学会开展各种活动的重要依托力量。在学会组织建设中,办事机构和二级机构的现状及发展状况是两个重要的指标。本文结合2008~2013年中国科协所属全国学会年检数据,着重分析了全国学会办事机构和二级机构的基本状况及组织建设情况。对于办事机构的组织建设,主要从全国学会办事机构的规模、工作人员专兼职情况、学历分布、年龄层次等方面进行分析;对于二级机构建设,主要从最近几年二级机构的数量变化、机构负责人、工作人员状况、举办活动等方面进行分析。结果表明,全国学会办事机构和二级机构发展趋势良好,工作人员整体基本保持稳定,专职工作人员逐年增长,学会的组织建设逐步完善。

The overall development of learned society should follow the development of the times and the needs of society, the learned society＇s important role in the national innovation system need to be fully demon- strated, the cohesion, innovation and service capabilities, and the development vitality of learned society should continually be enhanced. The agencies and subunits of the society are important parts of the national society, al- so an important support force to carry out various activities for learned society. The agencies and subunits＇ cur- rent situation and development are two important indicators in the organization building of learned society. Combined with the annual check-up data of national societies afl^hated to China Association for Science and Technology from 2008 to 2013, this paper analyzed the agencies and subunits＇ basic situation and organization building, mainly discussed the size of the national societies＇ offices, the staff＇s full-time and part-time situation, degree distribution and ages, analyzed the changes in the number of subunits, the situation of agency heads and staff, events and so on. The results show that, the development of the agencies and subunits of national societies as a whole remained stable, the staff have kept stabled, the number of full-time staff have grown year after year, the cotstmction of society has been gradually completed.
