浙江省现代服务业转型升级与新型城镇化推进的融合研究——基于“营改增”的视角

The Integration between Modern Service Industry Transition Upgrades and New Urbanization in ZheJiang Province——A Research Based on VAT

对当前浙江省现代服务业与新型城镇化推进中存在的服务业与城镇化差距较大,服务业发展不均衡、地区之间城镇化水平差异明显,服务业发展滞后、城市供给难以满足城市需求,服务业发展结构不合理、导致环境突出等问题进行了分析,提出了基于"营改增"的浙江省现代服务业转型升级与新型城镇化推进的融合对策:一是以产业联动带动现代服务业集聚发展,提升新型城镇化供给水平;二是以财政扶持带动现代服务业均衡发展,缩小地区城镇化水平差异;三是以行业规划带动现代服务业转型升级,改善新型城镇化生态环境;从根本上实现产城相融。

In view of the current situation in Zhejiang province,there are prominent problems,such as the gap between service industry and urbanization is relatively large;service industry development is not balanced,the urbanization level difference among areas is obvious;the service industry development lags behind,the city＇s supply is hard to meet urban needs;the development of the service industry structure is not reasonable which leads to environmental problems.This article puts forward to make industry linkage drive the development of modern service industry to promote new level of urbanization supply;to make financial support drive the balanced development of modern service industry to narrow the differences＇ level in regional urbanization;to make industry planning drive the transformation and upgrading of modern service industry to improve the new urbanization ecological environment,and,above all,to make production blend the City fundamentally.
